Commentary for II Chronicles 33:8

וְלֹ֣א אוֹסִ֗יף לְהָסִיר֙ אֶת־רֶ֣גֶל יִשְׂרָאֵ֔ל מֵעַל֙ הָֽאֲדָמָ֔ה אֲשֶׁ֥ר הֶֽעֱמַ֖דְתִּי לַאֲבֹֽתֵיכֶ֑ם רַ֣ק ׀ אִם־יִשְׁמְר֣וּ לַעֲשׂ֗וֹת אֵ֚ת כָּל־אֲשֶׁ֣ר צִוִּיתִ֔ים לְכָל־הַתּוֹרָ֛ה וְהַֽחֻקִּ֥ים וְהַמִּשְׁפָּטִ֖ים בְּיַד־מֹשֶֽׁה׃

neither will I any more remove the foot of Israel from off the land which I have appointed for your fathers; if only they will observe to do all that I have commanded them, even all the law and the statutes and the ordinances by the hand of Moses.’

Rashi on II Chronicles

And I will not continue to remove Israel’s feet This refers back to the above verse, and all is a complaint; i.e., the Holy One, blessed be He, said, “So I said to David and to Solomon, ‘In this House I will place My name forever,’ and I also promised him, ‘And I will not continue to remove Israel’s feet from the land, if they will but observe, etc.’” But now And Manasseh led astray, etc. Because of him the Shechinah departed, and we are also still in exile because of him.
